RFP: SJVLS 25-001: Online Tutoring Services
Purpose
San Joaquin Valley Library System is seeking bids from vendors to provide all SJVLS member libraries with online tutoring services for K-12 students in all subject areas, as mandated by California Senate Bill 321. Previously, SJVLS member libraries provided their patrons with online tutoring through a subscription funded by the California State Library, which ended in September 2024.
The selected respondent will be responsible for providing a web-based platform where students can access online tutoring services from qualified tutors using California school curriculum and standards, as well as other skill-building resources. Library patrons will be able to access the platform from inside the library and from home. The platform must provide resources in at least English and Spanish, as well as meeting ADA and accessibility guidelines.
Background
SJVLS serves the public library systems of Fresno, Kern, Kings, Madera, Merced, Mariposa, and Tulare Counties, and the city/district libraries of Coalinga-Huron, Porterville, and Tulare. In all, SJVLS represents 10 library jurisdictions and 106 individual library locations including large urban, medium city/suburban, and small, isolated rural libraries. SJVLS attempts to provide the member libraries with services that can be performed more economically as a consortium than as individual libraries. These services will be delineated below in the scope of work.
Vendor Teleconference Instructions
The vendor teleconference was held on Thursday, November 21, 2024 at 10:00 a.m. Pacific Time.
Any vendor that wants to participate must email Purchasing Agent at christopher.wymer@sjvls.org no later than 3:00 p.m. on Wednesday November 20, 2024 to receive the link and instructions.

***ADDENDUM 1***
The first version of the RFP had an error and contained conflicting closing dates. The cover page listed the closing date as December 13, 2024 and the Key Dates listed the closing date as December 20, 2024. The correct closing date for this procurement is December 13, 2024. A revised PDF copy was uploaded with the correct closing dates.

On November 22, 2024 SJVLS released addendum 2 to the RFP, providing answers to written questions received and questions answered during the vendor teleconference.
