SmartPay issues resolved

Starting at approximately 10:30 on Friday the 23rd, SmartPay developed a problem where it was accepting payments and clearing Horizon blocks, but not sending the charge through to the payment processor to charge the patron's card. That issue has been resolved, and the charges since Friday will be sent to the processor tonight.
